Station maintenance - SunnyMeteo Developer

Overview

Maintain station master data (name, type, coordinates, capacity, tilt, etc.). The ingest layer clusters by coordinates before calling Open-Meteo.

Timezone	Business times are usually Beijing time; station forecast store uses UTC and responses also include local time
